We had our wedding ceremony in Roger Williams Park Victorian Rose Garden in July when the roses were in full bloom. The Garden was so full of blossoms that we didn't even need to get flowers to decorate the ceremony site. In the summer, the smell and look of the gardens were wonderful. The site cost $125-$150 for 4 hours. The park's administrators were very easy to work with in terms of site rental/explaining rules, but very limited service was offered (to be expected for the price). We used Frank's rentals for chairs, which added an additional $400 for 50 guests. Frank's provided both set up and tear down service. Only downside was somewhat limited parking around the site.
